Offer Label Checks

I would like to be able to do the below but am struggling to manipulate the offer extract to work (especially in an automated way so it's easy to maintain and anyone can refresh).

What I would like to do…

See which offer labels are linked to which offers. 

The offer extract includes all offer labels within one cell, and ideally it would be an extract that listed the offer multiple times (once per label attached) which we could then pivot on and easily use. 

Why?

I would like to create a catalog of labels with their corresponding offers so we can share with marketing teams so they can select an existing offer label when requesting splash pages or creating direct to checkout/payment link URLs. 

I would also like to us be able to compare which offer labels are in use on Pages so we can remove any that are unrequired.

And any offer labels that are not in use on offers, to clear down to ensure we don't end up with unrequired config in the platform.
