(Published) Offers API Amends

Could the Offers API have a "query-able" parameter that allows you to look at ALL offers v ONLY Published Offers.

So for example, Manage Subscriptions can query published offers, and our internal teams can query ALL offers.

  This is planned work for Q1! We're hoping to deliver it in Release 107.

  Can you provide some context around the business use case for this request? I discussed this with the Product team but more context would be useful - we can pick this up in a working session.
