Campaign Templates / Layouts

Would it be possible to define layouts including the components within them.

We have many components and it can get quite confusing knowing which components we should use on various pages. But if we could build templates with the components included we could define this and make it much easier for the team to configure but also to explain to other teams briefing in requirements.
